    Dear Comrades,
    I have seen explanatory note i.e. item no.4(b) – Regularisation of daily rated workers, as we are well aware of the fact that there is no recruitment of Gr.’D'(now MTS) post in the department. It is immaterial for us, how and who was recruited the present daily rated worker with whom we are working and they are rendering services to the department in a committed manner. The officer who brought into the department departed the station on routine and regular transfer, we are the people enjoying their support. Just imagine for few moments of their absence, I assure you many of us feel constrain to work and not possible to discharge our duties at the level of target.
    In our Visakhapatnam (AP) region there is acute shortage of MTS, and these daily wage workers are helping us in outstanding manner by contributing their talent in smooth running of office. Most of the workers(can almost all) are discharing duties of MTS. The DoPT Circular issued regarding daily rated workers is atleast not applicable to the Income Tax Dept. workers. Because the amount of expenditure on salaries of daily rated workers is very meagre to that of salry and allowances to be paid to the MTS, hence there is no financial irregularity. The second one is that they are working against sanctioned posts i.e MTS hence on this count the contention of Circular is very much defeated.
    Comrade! so far my memory is concern Sri Lalu Prasad Yadvaji when he was a Railway Minister taken a heroic step while presenting Railway Budget for the year 2008-09 therein at one time measure absorbed Railway Porters of Rly. Station have been absorbed as Railway(Khalasi) employee. It is pertinent to say that the porter is never served to Indian Railways he is never a integral part of Railways. Inspite of all the Hon’ble Minister had taken decision only on humanitarian consideration. It is different matter how many Porters liked regular jobs, because the porter is independent and Khalasi is bounded with certain rules and regulations.
    I am not a great Trade Union Leader to dare enough to submit, you comrades are dedicated yourself for the sake of our welfare. As I alongwith others used to take assistance of theirs in delivery of my duties, it is my responsibility to putforth their presence with us in the department. It is nothing but a gratitude in reciprocation to the services they are rendering. My sincere and humble request is to kindly take the issue on priority and I am great hope that the ITEF could succeed under the leadership of Com.Rajagopal and all these boys will shortly absorbed in the department as regular employees. The boost of their enthusiasm on being regularized will play a vital role in increase of our revenue though their contribution may be pittance, but not to forget their role in achieving of targets.

    ItemNo.13: Here in our Department, the ‘COMRADES’ may not be aware, some of us got only one Regular Promotion in the last 24 years of service ! No ACP/MACP we got because the ACP granted was subsumed in Cadre review and the second one also has not been given. We just require our erstwhile ACP/MACP implemented. Will you Strike ??????
