CWC meeting and decisions:

The Central Working Committee meeting was held, as scheduled on 1st June 2014.  The ITEF Delhi Circle had facilitated conduct of the meeting at Pratyaksha Kar Bhawan (Civic Centre) New Delhi. After observing silence in memory of the departed trade union and other personalities the meeting took up the first agenda items and approved the circulated draft minutes of the last CWC held at Jaipur on 19th and 20th November, 2013.

The president initiated the discussion on the 2nd ,3rd and 4th  agenda items together viz. functioning of the CHQ, Discussion on allocation of posts and Implementation of Cadre Restructuring,  & Organisation matter of the ITEF and JCA,  with a call that the organisation is facing crisis of unity due to the attitude of the CBDT in sofar as the issues of allocation of posts of Cadre Restructuring, without causing discussion with the organisation before final allocation contrary to the promise made to ITEF, reduction of posts from the existing strength, plan for further phased reduction of posts in some charges, etc had put some of the circles in total disappointment and brewed discontentment amongst the common members.  The leadership in those circles were unable to withstand the displeasure of the members and had to resort to even offer quitting their positions in the organisation.  He appealed to the members to come forward with solutions to tide over the serious situation in certain Circles especially that of Bengal and to keep the unity of the organisation as our paramount responsibility in mind and challenge the forces that try to weaken the organisation.

The Secretary General also echoed the expressions made by the President and added that the chaos in the organisation is the product of the attitude and attempt of the Authorities to wreck the unity.  Though there had been failure in understanding the design of the CBDT and put united resistance, the need of the hour is to address the grievances of the aggrieved Circles and unitedly sholder the responsibility of getting the wrongs undone.     All the members participated in the discussion were in unison in echoing the situation and urged the Secretariat to find out proper formula including diversion of some posts to help the Circles where the career progression and aspiration of the members are in danger and also to ensure that no future reductions, as envisaged by the Authorities are allowed to take place.  They assured full support and also appealed to the leaders of such Circles to desist from taking any action which may weaken the unity of the organisation.  Responding to the mass appeal, the leaders assured their continued functioning to strengthen the organisation and address the crises together.

The President and SG informed the house that for last 3-4 months the Central JCA is functioning well in harmony  and all matters are taken up and meeting are attended together in total oneness.  The House was also informed that the Central JCA is meeting on 2nd June, 2014 at the same venue to finalise the common charter of demand and united approach to achieve the pending issues.  The CHQ further assured the house that before embarking upon any action programme, the issues of the circles where JCA is not properly functioning, will be resolved by the Central leadership.

Discussion on common and Departmental Issues. During the discussion most of the members raised the manner in which the Executive instructions were issued for conducting DPC for the additionally allocated posts.  Some of the members raised objection for adopting the existing Recruitment Rules for the DPC whereas the direction of the Cabinet was to adopt model RR for filling up of the posts.  The difficulties faced by various circles for want of uniform and clear instruction for implementing the Supreme Court order in the inter-se seniority matter have also come up for discussion.  The house was informed the inevitability of the adoption of the existing Recruiting Rules and assured that effort will be taken to get  instructions issued for filling up of further and future vacancies as per the draft RRs framed.  The SG also informed the house that the  draft RRs for all the cadres have been finalised incorporating almost all the suggestions made by the ITEF.  The house was also informed that the President and Secretary General, as decided by the Secretariat Meeting approached the Revenue Secretary on the issues pending with the Board and other agencies.  They also informed that the  attitude of the CBDT and the manner in which the Cadre Restructuring matter was handled by the CBDT, ignoring the views and suggestion of the ITEF have been brought to the notice of the Revenue Secretary who in turn assured us to look into the matter.   The house was also informed that the Secretary (Revenue) has already directed the DG (HRD) ,IFU and Department of Expenditure to expedite the clearance of the pending projects of ITDepartment viz. 6 Air Conditioners per Range, Mobile handsets to all personnel, laptops to Inspectors, Increase in the local travel expenses to IIT and NS, Fixation benefit on promotion in the same grade pay Posts, advance increment to Sr. TA/Stgr and immediate clearance of all pending medical claims etc. among other things.  The Secretariat assured the house that the other issues which were discussed in the CWC will be included in the final Charter of Demand to be framed in the ensuing JCA meeting.

Discussion on common Demands.

The main issues discussed were the development after formation of the VII-CPC.  Com. KKN Kutty, President, Confederation recalled the trail for the decision to set up the VII-CPC by the Government and the role of Confederation in mounting pressure on the Government from December 2010 and agitations carried out by the CG Employees under the aegis of Confederation.  He also informed the house that after the setting up of the Commission the stand taken by the Staff side, National Council to present only one common memorandum and entrusted the leadership of Confederation to frame the same.  The broad principles decided to prepare the memorandum on issues like minimum wage, fitment formula, rate of increment and its periodicity, Five promotion/MACP, rate of HRA/CCA and other allowances were detailed.  He also informed the house the decision of the staff side to present separate memorandum urgently to the VII-CPC on Interim Relief and DA Merger (the same has since been submitted and placed in our website).   The SG informed the house that the Committee constituted by the JCA to frame the memorandum concerning the issues specific to the Income Tax Department is preparing the same and will be sent to the Circles by 22nd June, 2014 for eliciting their views.  He also urged the Circles to convey their views and suggestions on the draft memorandum by 27th June, 2014 in order to facilitate the JCA,CHQ to submit the same to the VII-CPC within the stipulated time viz. 30th June, 2014.

The curtain was drawn with Com. Yashwant Purohit proposing the vote of thanks to Delhi Circle, the WC Members and Advisory Committee members and Chairman, Disciplinary Committee.

JCA Meeting held on 2nd June, 2014.

The JCA meeting was held on 2nd June 2014 at Civic Centre conference hall.  The meeting finalised the Common Charter of Demands and decided to seek immediate discussion on the same with the authorities.  The Common Charter of Demands finalised in the meeting is enclosed.  The JCA also passed a resolution urging the authorities to desist from the planned reduction of existing sanctioned strength from Bengal Charge. The meeting also decided to give some time to the authorities for causing discussion on the demands and also to wait for the response on the intervention of the Secretary (Revenue) on various issues taken up with him.  It was also decided to go for agitation if the issues are not settled within a reasonable time and embark upon intensive campaign programme for the same.  The Central JCA leaders will also visit the Circles were JCA is not functioning properly and address and resolve the issues, if any, to bring total the united functioning of the JCA throughout the country.
