Powers of ZAO

Dear Comrades,

In the wake of the inordinate delays in clearing of bills in various stations by the respective ZAOs and inconsequential objections raised, many a comrades have sought clarifications regarding the powers of the ZAO.

In the circumstance, it is informed that the ZAOs are governed and regulated by the Civil Accounts Manual [CAM] wherein the powers of ZAOs and the time limits for clearing bills are clearly mentioned.

The maximum period an ZAO can hold on to a bill is SEVEN. Also, the objection memos should unambiguously mention the rule which is violated that warrants return of bill. A bill can be objected to only once. It is mandatory that the receipt of bills is acknowledged by the ZOA by issue of tokens.

If any member has any complaint about undue delay in clearing of bills, he or she may take up the matter with the Head of Office through the respective Branch Secretary.
